Do "Free" EAPs Offer Discernable Value?  Perspectives from HR, Benefit Brokers, and EAP Providers

There is a clear trend for "EAP-like" services to be bundled and included as "free" when an employer purchases another employee benefit product, such as a group retirement or disability plan.  The cost of the EAP is usually low and embedded in the premium of the larger benefit plan, but marketed as "free".  This is a common technique in marketing where one item is greatly reduced in price, or offered as "free", and used to encourage the buyer to purchase higher margin products.  Perhaps no single issue in the past few years has created more discussion, debate, and concern in the EAP field than the topic of the "free" EAP.

This presentation will examine the impact of the "free" EAP from three perspectives:  (1) human resources purchaser, (2) benefits broker or consultant, and (3) EAP vendor.  Using data from a recent study, the presenters will address questions such as:

  • What are the trends with free or embedded EAPs?

  • How are vendors distinguishing their fee based services when competing with a “free” offering?

  • Do "free" programs measure up to the employer's expectations?

  • What are the costs of the EAP when "unbundled" from the insurance product?

  • What is typically included in the "free" offering?

  • What brings customers back to full service, comprehensive programs?

  • What can we learn from EAPs who provide low cost, embedded programs?

The audience will have an opportunity to ask questions and share their own lessons regarding the "free" EAP.

Dave Sharar, Ph.D.

Dr. Dave Sharar is the Managing Director of Chestnut Global Partners, the employee assistance and workplace services division of Chestnut Health Systems.  He is also a Research Associate at Chestnut's Research Institute where his focus has been on analyzing critical trends in the EAP field and educating purchasers.  He has published over 50 articles in peer reviewed journals, trade magazines, and book chapters on consumer and ethical issues in EAP, Work/Life, and Managed Behavioral Health.

He holds Masters degrees in Counseling and Community Health and holds a Ph.D. from the University of Illinois.  His dissertation research examined similarities, differences, and overlap between EAP interventions and general practice counseling when using contracted network affiliate providers.
